Rich’s career experiences give him a competitive advantage in achieving success for his clients. Rich spent 14 years in the Florida legislature, being elected to the House of Representatives in 1978 and to the Senate in 1990. During his time as a state lawmaker, he sponsored notable laws including the prepaid college tuition program and the Junny Rios-Martinez Act, which guaranteed that sexual predators of children would not get early release from prison.

Rich was elected Orange County Property Appraiser in 1992 and was ranked the #1 Property Appraiser in the nation with the Distinguished Assessment Jurisdiction Award. In 2001, Florida Governor Jeb Bush appointed him as Orange County Chairman. He was elected to a full term in 2002, re-elected in 2006, and served as Mayor until January 2011. The title of County Chairman changed to County Mayor in 2004.
